Forget all that. Write some good well-written content targeting the low competition keywords. Make sure your site layout is good in terms of internal SEO. Add silo style posts (look up Yukon's strategy) to the site and bookmark them. Get a few good high pagerank links to all pages. Honestly, I'd forget about linkwheels, directories, .edus, .govs and profile links.
For the higher PR links try BMR, Press Releases, Extremely Selective Blog posts/ Edu/Gov comments (here, I'm talking about manual ones that you'd do yourself because you have some knowledge of the subject), contextual hp links.
If you're going to use fiverr - well, what can I say. It comes through experience. Don't let the vendors "add extras" where they'll blast your pages on some ****ty software. The best gigs I've found that actually work at Fiverr are manual bookmarking gigs. There's a girl team that will do great manual submissions for BMarking, Videos and Articles and they are to limited services that work and have shown results. It's all alearning game and I wish you luck!
